A Contractor Can Bid Above Their CIDB Grade — If They're "Potentially Emerging"

A contractor majority-owned and controlled by previously disadvantaged individuals can apply for Potentially Emerging (PE) status, denoted by adding "PE" to their grading, allowing them to bid one grade above their registered level when the tendering client has a qualifying development or mentorship programme in place.

For emerging contractors stuck at the lower grades, PE status is one of the few mechanisms letting a business access larger contracts before it has fully built up turnover and track record. It works alongside — not instead of — B-BBEE preference points under the Preferential Procurement Policy Framework Act, a separate mechanism entirely.
